Moscow seized the opportunity and signed a new treaty with Kabul which provided for the duty-free export of goods across Soviet territory. It also promoted the exchange of Afghan agricultural products for petroleum products and other manufactured goods.

Washington blamed Moscow but its complicity is unclear. The Soviets only had a limited influence in what had become a murderous political environment in Kabul. President Jimmy Carter was outraged and, on 23 July 1979, announced the withdrawal of most US personnel. On 3 July, he had signed the first directive for secret aid to the opposition. Zbigniew Brzezinski, national security adviser to the President, warned him that this would provoke a Soviet military intervention. He was ignored. Moscow, fearing the country would fall under the sway of an American puppet, invaded in December 1979.
